The National Audit Office (NAO) have announced that they will be opening a review into the development of HS2 to date, with the results to be published next year.
The NAO’s website says on the review:
“This study will examine the Department for Transport’s planning and development of High Speed 2, the proposed national high-speed railway network. It will focus on phase 1 of the project, between London and Birmingham.
“We will look at whether the business case for High Speed 2 and early project set-up accord with good practice. Our examination is based on the NAO’s Guide to Initiating Successful Projects.
“This study will be produced in line with two of the NAO’s strategic themes: informed government and cost effective delivery.”

This is fine, but they are limiting themselves to a review of ‘good practice’ concerned with the project initation, nothing else. Don’t set expectations that this will lead to a review of the overall VFM or ROI type of analysis, although I really do hope that it does lead to this.
Sounds good but will their report be yet another to be ignored just like the consultation,PAC,TSC,MPA etc
