Our standard approach is to issue our GIS data in ESRI ArcGIS shapefiles format and you will therefore need to have the appropriate software to view this data.
All our GIS data is made available under the Open Government License, details for which can be viewed on the National Archives website at: www.nationalarchives.gov.uk/

It’s actually one of the better moves releasing proper GIS data, although there should also be sources for other interested parties who are not familiar with GIS software.
