  1. MPA reports far from sufficent with significant coslty areas not covered by experts on groundwork and geology

    Two poor reports so incomplete on interviewees for signficant costly areas. Cameron and Osborne reliance on partial assessments indicates their lack of real world mega-project experience and that of the HS2 executives. Hammond and Greening out of their depth if they considered these two MPA represented likely outcomes. DFT HMT and Cabinet Office failed with the representation of the project costs and time and damage impacts. Too much of group think about railways.
