Is HS2 better then bus passes for the elderly?

In an interview with Andrew Marr, Phillip Hammond suggested that because of the cost to the government, some pensioners should not use their free bus passes.

However the coalition still wants to build a new High Speed railway across open countryside, which would mainly enable a few business travellers  to get between London and Birmingham slightly faster then they can at the moment.

Why not just cancel HS2, and use the money for schemes that benefit more people?
